8. Vitalization of the City through Science and Education

8.2 Existing Foundation for Vitalization of the City through Science and Education

8.2.1 R & D Input

In the past 5 years, the total R & D input of the whole society of the city came to 70.32 bn. RMB yuan, of which 21.353 bn. RMB yuan was that of Year 2005, 2.8 times that at the end of the 9thFive-Year Plan period. The average yearly increase during the 10th Year Plan period was 22.7%; Shanghai’s input increased from 1.61% of 2000 to 2.34% of 2005, registering an increase of o.73%, starting to gradually get close to the input level of developed countries(Refer to Chart 8-1 R & D Input of the City during the 10thFive-Year Plan Period).

8.2.2 R & D Professionals

In 2005, there were in the city 165 academicians of the two academies, 340 middle-aged and young experts who had made national outstanding contributions, 9200 people who enjoyed special allowances from the State Council, 170 people selected as members of national “Professionals of High Caliber Project”, 183 people selected as members of “Hundred People Project” of the Chinese Academy of Sciences, 106 people selected as members of “Yangtze River Scholars Plan”, and 33 chief scientists of “973 Project”. At present, Shanghai boasts 157 national and municipal enterprise technical centers.

8.2.3 R & D Achievements

During the 10thFive-Year Plan Period, the output value of the hi-tech industries increased by 28. 8% on an average y-o-y, the export of hi-tech products increased by 49.8% on an average y-o-y with the increase of its share in the city’s total export volume from 19% to 40%. The hi-tech industries have become an important pillar in the development of industries in Shanghai.

The proportion of the number of invention patents to the total number of patent applications rose from less than 1/5 in 2002 to close to 1/3 last year. The rate of possession of hi-tech industry self-initiated intellectual property right has reached 27%. At the National Conference of Science and Technology in 2006, 46 achievements of Shanghai received national awards, accounting for 14.3% of all the national awards and covering the five major national awards of science and technology for the first time.

In 2005, the rate of contribution to the scientific and technical progress reached 57.6%, up 7.3% from the end of 9thFive-Year Plan Period.

Report on Statistics of and Supervision over Scientific and Technical Progress in the Whole Country and Different Regions issued jointly by the State Statistics Bureau and the Ministry of Science and Technology of the state indicates that the comprehensive index of scientific and technological progress in 2005 was 45.6%, and that of Shanghai 72.2%, 26.6% higher than the average level of the country and topping other provinces and municipalities of the country. Of the five key statistics of the comprehensive index of scientific and technological progress, Shanghai ranked first in the country in terms of “Promotion of Economic and Social Transformation by Science and Technology” and “Output in Scientific and Technical Activities”, and Shanghai’s index of other three statistics of “Input in Scientific and Technical Activities”, “Hi-tech Industrialization” and “Environment of Scientific and Technological Progress” ranked second in the country.

8.2.4 Innovation Bases

Shanghai Zhangjiang Hi-tech Park is composed of one park and 6 areas with a planned area of 42.13 sq.km. 3,171 enterprises have settled in the hi-tech parks of Shanghai with aggregate sales of 283.52 bn. RMB yuan, foreign exchange earnings of 14.63 bn. USD, profit of 14.21 bn. RMB yuan and tax of 13.13 bn. RMB yuan in 2005. There are 535 recognized hi-tech enterprises in the hi-tech parks of Shanghai with aggregate sales of 191.29 bn. RMB yuan, foreign exchange earnings of 12.82 bn. USD, profit of 8.97 bn. RMB yuan and tax of 5.76 bn. RMB yuan in 2005.

Shanghai will further exercise the “Strategy of Focusing on Zhangjiang”, promote the construction of Zizhu Science-Bases Industrial Park, Yangpu Knowledge Innovation Zone and Songjiang Universities Area and realize the coordinated development of hi-tech parks, universities areas and communities. Shanghai will build a number of comprehensive important scientific and technical demonstration projects, and promote the construction of Scientific and Technical World Expo Park, Intelligent New Port City and Chongming Ecological Island. Shanghai will explore new R & D mechanism, promote the combination of factories, universities and research institutes, consolidate scientific and technical resources, and build innovation bases for life, health, etc..

8.2.5 Public Service Platform

Shanghai has started to build five major public service platforms of R & D, caliber development, intellectual property, investment in and financing of scientific and technological enterprises, and information, fully promoting the sharing and interaction of different kinds of resources. The R & D public service platform, starting from “Scientific Instrument and Facility Sharing and Specialized Service Coordinative Network”, “Scientific and Technical Basic Data-Base” and “Scientific and Technical Document Library”, now has developed into a basic public service platform including ten major service systems such as those of scientific data sharing, scientific and technical document service, instruments and facilities, etc., and consolidating the Yangtze River Delta scientific and technical resources in support of R & D(Refer to Chart 8-2 R & D Public Service Platform).
