8.1 Action Outline on Vitalization of the City through Science and Education
Shanghai Municipality established Action Outline of Shanghai on Exercising its Strategy of Vitalization of the City through Science and Educationin 2003. The utline clearly pointed out that exercising the strategy of Vitalization of the city through science and education was to realize the transformation of economic and social operation system and the organic combination of professionals, science and technology and capitals and transformation of development mode of the city through the market mechanism by giving full play to the advantage of concentrated science, technology and education, and professionals resources, making full use of the advantage of good industrial foundation and strong comprehensive function of Shanghai, and closely relying on scientific and technical innovation, system innovation and cultural innovation.
