7.1 ABriefing
Shanghai Municipal Government Attaches great importance to the intellectual property right protection. The Shanghai Municipal Intellectual Property Right Joint Conference established in 1994 is a coordinative mechanism responsible for the intellectual property right of the whole city under the leadership of the Shanghai Municipal Government. At present, it consists of 23 members and 8 non-voting members.
Since 2001, the General Office of the Shanghai Municipal Intellectual Property Right Joint Conference has convened meetings to brief the consulates on the situation of intellectual property protection and issued
White Paper on the Situation of Intellectual Property Right Protection in Shanghai . The 2005 briefing extended the scope of attendance to representatives of foreign-invested enterprises and reporters of overseas Press. In August 2005, the General Office of the Shanghai Municipal Intellectual Property Right Joint Conference organized and convened “Forum of Foreign Chambers of Commerce in Shanghai on Intellectual Property Right”, listening to opinions and suggestions of foreign chambers of commerce in Shanghai and foreign enterprises on intellectual property right protection in Shanghai. Responsible members from administrative and law-enforcing departments answered questions at the forum. Suggestions on Further Strengthening Intellectual Property Right Work of the City , Suggestions on Strengthening Intellectual Property Right Protection in Foreign Economic Relation and Trade , Detailed Rules for the Implementation of Strengthening Exhibition Patent Protection and Outline on Shanghai Intellectual Property Right Strategy (2004-2010) have been issued in Shanghai since 2003. The Shanghai Municipal Government took the special activity to protect intellectual property right as one of the key tasks of Year 2005 with the General Office of the Shanghai Municipal Intellectual Property Right Joint Conference and the General Office of the Shanghai Municipal Leading Group for Rectification and Regulation of Market Economic Order responsible for the coordination between administrative law-enforcing departments related to intellectual property right for unified enforcement of the law and advancing under their supervision.
On May 11, 2006, the State Intellectual Property Bureau and Shanghai Municipal Government jointly established “National Intellectual Property Pilot Park” and it was an important measure of Zhangjiang Hi-tech Park to promote self-initiated innovation with system innovation and to guide the development of industries with self-initiated innovation. |
