| 6.4 Convenient Customs Clearance |
|
6.4.1 Present Status of “Efficient Customs” Service
- (1) Creating port coordination service organization and network. In 2005, the Municipal Party Committee, Municipal Government renamed the former Shanghai Port Administrative Commission “the Shanghai Port Work Leading Team”, established the General Office of the Shanghai Port Work Leading Team, which exercises the functions of Shanghai port administration and “Efficient Customs” service. The General Office of the Shanghai Port Work Leading Team has established offices or contact points in the key units, basically forming a coordination and service network.
- (2) Taking the lead in introducing “Efficient Customs” service. Since 2001, the port of Shanghai has introduced in succession new customs clearance modes such as “Prior Application for Inspection, Prior Customs Declaration and Release on Arrival of Goods”, “Through Mode”, “Express Customs Clearance”, “Convenient and Quick Customs Clearance”, etc. Customs clearance and delivery of airlifted imported goods in areas specially supervised are completed within 4, 6 and 8 hours respectively; customs clearance and delivery and dispatch of imported and exported goods transported by air and sea outside the areas specially supervised are completed within 12 and 14 hours respectively. On August 1, 2005, Shanghai became the first in formally applying the operation mode of “One-Step Customs Declaration” to full container loads of goods to be exported by sea from export processing areas.
- (3) The port of Shanghai has introduced “5+2 Days” customs clearance work system. On October 1, 2003, port-related units, such as the Shanghai Customs Office, Inspection and Quarantine Bureau, Maritime Affair Bureau, Border Check-Post, etc., introduced “5+2 Days” customs clearance work system in the main places and ports such as Shanghai Shipping Exchange, Pudong International Airport, etc., taking the lead in effecting “365-days Uninterrupted Customs Clearance Service” in the country.
- (4) Creating the information platform for “Efficient Customs”. The application of the Shanghai electronic port platform has covered the whole port, the whole process and a wide range. By the end of 2005, over 45,000 enterprises had registered on the Shanghai electronic port platform, and electronic technology has been applied to 41 of 58 customs clearance and logistic documents and certificates, accounting for 71%.
- (5) Creating “Efficient Customs” and “One Door” service platform. In the premises of Shanghai Shipping Exchange, Wusong, Waigaoqiao, and YangshanDeepwaterPort, port inspection units such as Shanghai Customs Office, Inspection and Quarantine Bureau, Maritime Affair Bureau, Border Check-Post, etc. and complementary service units such as banks, cargo agents, shipping agents, association, etc., are jointly stationed to provide concentrated “One Door” service for enterprises and to deal with their inspection application and customs declaration.
- (6) Standardizing Container Freight Standard. Shanghai price administration departments, together with units concerned, have issued a series of documents, standardizing service charges for customs clearance at Shanghai port:
- Notice on Canceling the Link of the “Truck Transportation Agent” for Taking Delivery and Haulage of Imported Fully-Loaded Containers ;
- Notice on the Main Charge Items and Standards in the Customs Clearance Link of the International Containers at the Port of Shanghai Notice on the re-issuance of <the Regulations on Collection of Charges by International Containers Cargo Transport Stations and Transit Stations in Shanghai > ; etc..

6.4.2 Further Improving Service
By Year 2010, the basic network of the external electronic net of Shanghai’s port e-government, covering government departments and enterprises and institutions related to the port shall be built; the rate of electronic technology application in operation documents and certificates shall reach world advanced level with 80% of electronic payment rate; the networks of areas specially supervised, ports and wharves, and other logistic parks shall be interconnected, electronic network of Shanghai port and that of other ports in the Yangtze River Delta and Yangtze River valley, and major international ports shall be interconnected; the airport production platform of the aviation hub, airport group management system platform and airport group external service platform shall be integrated, with informatization of the airport reaching the advanced level of the world hub airports; facilities for information technology application shall be completely built in Yangshan area, with its informatization as a whole reaching the advanced level of the world hub ports; to form unified perfect information safety defense system and coordinated emergency response mechanism of the port of Shanghai. |
