6.3 Investment Promotion |
|
| 6.3.1 Investment Promotion System
ShanghaiMunicipality has, in accordance with the practical situation and requirement, established relatively perfect investment promotion system, maintained jointly by government investment promotion departments, the specialized investment promotion and service institutions and the enterprises drawing investment.
The Shanghai Foreign Investment Commission,as competent authorities of the government, in charge of investment promotion, is responsible for providing guidance in investment promotion; studies transnational investment trend and corresponding policies; administers and coordinates various investment promotion resources; formulates and exercises scientific investment promotion work strategies; provides guidance in investment introduction into the whole city and development zones; examines and approves or submits for approval, of the establishment, variation and other matters of the foreign-invested enterprises in the municipality in accordance with the power vested; provides the foreign-invested enterprises with consulting service related to policies and coordinative service.
The Shanghai Foreign Investment Center is a specialized foreign investment promotion and service institution, established with the approval of Shanghai Municipal People’s Government, functioning under the leadership of the Shanghai Municipal Foreign Economic Relations and Trade Commission (The Shanghai Foreign Investment Commission) and responsible for investment-attracting activities, provides investors with free consulting service. At present, it has established 12 offices in Los Angeles of the United States, Osaka of Japan, London of Britain, Frankfort of Germany, Stockholm of Sweden, Hamburg of Germany, Rotterdam of the Netherlands, Saint Petersburg of Russia, Tokyo of Japan, Paris of France, Sydney of Australia, New York of the United States. |

6.3.2 Information Service
The Shanghai Foreign Investment Commission put into operation “Shanghai Foreign Investment Promotion Platform (www.investment.gov.cn)” in February 2006, to provide information on Shanghai’s investment environment for foreign investors, to deal with and recommend investment-attracting projects, and to provide information service.
The Shanghai Municipal Foreign Economic Relations and Trade Commission established its verbal information service center in August 2002, and put into operation a verbal information telephone line (86-21-38814999), providing the public with 24-h uninterrupted free consulting service. By the end of 2005, it had dealt with a grand total of more than 10,000 calls with timely reply to each of them. |

6.3.3 Addressing complaints
ShanghaiMunicipality has established the foreign-invested enterprise complaint center, covering the whole of the city. The complaint center, with its office located in the premises of the Municipal Foreign-invested Enterprises Association and its work preformed mainly by the Shanghai Foreign Investment Commission in combination with 14 specialized departments related to finance and tax, industry and commerce, labor, customs , foreign exchange, etc., deals with various complaints lodged by foreign investors. At the same time, 23 sub-centers have been established in the whole city, basically forming a city-wide network. The municipal and district governments make timely responses to issues made known by the foreign investors on the principle of “He who Examines and Approves is Responsible”. The Shanghai Municipal Foreign Economic Relations and Trade Commission (The Shanghai Foreign Investment Commission) directly address knotty problems. Any issue requiring government coordination for a solution and any complaint lodged by an enterprise are solved by contacting and in coordination with the departments concerned, or are solved by contacting the departments concerned of the government of the place where the enterprise is located, as the case may be. |

6.3.4 Association of Foreign-invested Company
The Shanghai Association of Enterprises with foreign investment and the foreign-invested enterprise associations of 19 districts and counties are non-profitable organizations formed jointly by foreign-invested enterprises, enterprises with investment from Taiwan, Hong Kong and Macao and other organizations concerned with the approval of Shanghai Municipal Government, and at present, have over 10,000 members, accounting for 45% of all the foreign-invested enterprises located in Shanghai. The associations provide their members with services covering information, training, exhibitions, consulting, law, human resources, etc., and build platforms for dialogues and exchanges between the enterprises and the government, making known complaints and requirements of the enterprises and safeguarding their legitimate rights. |
