6.1 Legal System Environment |
|
- (1) Pushing forward the legal system construction and increasing the administrative transparency. The Shanghai Municipal Government promulgated “Regulations on Making Public Information of the Shanghai Municipal Government” on January 20, 2004, and formally enforced the system of making government information public on May 1, 2004.
- (2) Establishing a special organization to coordinate work related to WTO affairs. The Shanghai Municipal Government especially established the Shanghai WTO Affairs Consulting Center as early as October 26, 2000 to provide specialized services for the Shanghai Municipal Government, enterprises and individuals. The Shanghai municipal WTO Affairs Joint Conference was established in August 2004 with a total of 77 members including concerned departments of the municipal government, concerned institutions of the central government in Shanghai and governments of districts and counties. And it was made clear that the Shanghai WTO Affairs Consulting Center, as a permanent office of the joint conference, was responsible for the planning, coordination and execution of the work related to WTO affairs.
- (3) Sorting out local laws and regulations, and regulations of the municipal government and other policies and measures. By the end of 2005, various departments of the municipality and various districts and counties examined 13000 regulatory documents formulated by themselves. After the sorting out and examination, about 4000 regulatory documents were abrogated and the contents of over 600 regulatory documents were partially amended.
- (4) Actively carrying out the commitments for opening the market. Shanghai Municipality promulgated “Measures of Shanghai Municipality on the File-recording and Registration of Foreign Trade Operator” on June 12, 2004, making clear the detailed operation procedures. Shanghai has exercised national treatment to foreign enterprises in the areas of the industries of distribution service,banking,securities,insurance, car financing,advertisement, etc. in accordance with regulations of the state.
