5. Living Environment

5.1 Residential Environment

Shanghai put into operation the three-year action plan of the second-round environmental protection and construction, and is among the advanced environmental protection cities in the country, with the total environmental protection investment accounting for 3% of the city’s GDP of the same period.

5.1.1 Water Environment

Shanghai Municipality has always attached great importance to the quality of the drinking water for the residents. Five billion. RMB has been spent on improving at the source the quality of water to be supplied to the city, and formed the basic structure of water supply from the two rivers, Yangtze River and Huangpu River. The city has accelerated the construction of sewage treatment plants and sewage collection pipelines and network, and the central urban area has realized the conversion from conveyance of sewage for outside discharge to concentrated treatment. The whole city has increased in the past three years its sewage treatment capacity by 3.49 min cub.m./day with the rate of sewage treatment in the city and towns reaching 70% in 2005, basically formed the framework and layout of a combined system of concentrated and scattered treatment in the whole city, exercised in full scale the on-line monitoring of key pollution sources of water environment and intensified law enforcement, supervision and administration.

According to the survey made by the authoritative departments, in respect of the four main indexes of water quality (remnant chlorides, turbidity, bacteria and colon bacillus), the test passing rate of the water supplied to the central urban areas of Shanghai reached 99.95% compared to 98% required by the Ministry of Construction, and the comprehensive test passing rate of 35 indexes reached 99.92%, 3.98% higher than the national standard.

5.1.2 Atmospheric Environment

Shanghai is of north sub-tropical monsoon climate, temperate and humid, with four seasons distinct from each other. Shanghai has taken a series of measures to control pollution caused by exhaust, coal smoke and dust, built 39 automatic environmental and atmospheric quality monitoring stations, and built an automatic environmental and atmospheric quality monitoring network for the whole city. In recent years, the environmental and atmospheric quality in Shanghai on more than 85% of the days has been classified as excellent or fine. The percentage was 88.2% in 2005.

5.1.3 Afforestation

Shanghai has pushed ahead with afforestation in the central urban areas with the completion of five 40,000-m2.large pieces of public green land and 113 pieces of 3,000-m2. pieces of public green land, and opened a number of suburban parks. By 2005, 4168 hectares of public green land had been built in total with a covering rate of 37%, per capita public green land of 11 sq.m.. Within the Inner-Ring Road, people may find green land within 500 m. radius from their residences. In the suburbs, a number of ecological woods tracts have been built, green ecological corridors along the main roads and rivers have been formed, coastal shelterbelts have basically joined, 200-m-wide water conservation forest belts on both banks of the upper reaches of Huangpu River have taken shape, 34880 hectares in total have been afforestated, and the area covered by forests in the whole city has reaches 11%. Dongtan, of Chongming and Jiuduansha of Pudong have been built into national nature reserves and Pudong New Area has been built into a national environmental protection model urban area.

5.1.4 Environmental Protection Plan

In the coming three years, Shanghai will invest 40 bn. RMB yuan in the construction of 260 environmental infrastructure design and construction projects. The sulfur dioxide discharged from power plants will be reduced by 170 thousand tons, the environmental quality in Wujing Industrial Zone will be remarkably improved, developed plots in the reserved industrial zones will be fully covered by sewage pipelines and network, the industrial enterprises which cause over 85% of the pollution of the city will realize stable discharge according to the standard, 75% of sewage in Shanghai will be treated, the environmental and atmospheric quality in Shanghai will on over 85% of the days be stably classified as excellent or fine, the percentage of environmentally-sound household garbage treatment will reach 80%, the average per capita green land area will reach 12.5 sq.m., the green land coverage will reach 38%, and the forest coverage will reach 13%. Minhang District will be built into a national advanced district of ecological construction and approx.
