4.1 Human Resource

4.1.1 Situations of Human Resources

In 2005, the gross enrollment of higher education recorded 57%. The average education of new labor forces was 13 years. We have 60 universities and colleges (including private colleges and poly- techniques). Undergraduates in universities and colleges higher reached 442,600. Shanghai has 51 colleges that train 78,700 postgraduate students, among which, 19,600 are students for doctor’s degree and, 59,100 persons are for master’s degree. A multi-level, multi-function, and multi-standard adult education system has already come into being.

Statistics in 2004 tells that the total number of qualified work forces is 2.503 million. Among them, 1.612 million are qualified with diploma or technological certificate, 64.4% of the total. In the whole city, we have 1.552 million professionals. 1,401,100 people are corporate managers 184,000 senior technicians are available in Shanghai including 15,000 senior technicians, 48,000 technicians and 121,000 skillful workers.

In 2005, 1701 scientific and technological results were obtained and, 48.36% of them were of world leading level. It is averagely 125.35 items per million persons and 42.3 items more than that in 2000. The accepted patent applications were 24.18 per 10,000 persons, 15.63 per 10,000 persons more than that in 2000, while, the authorized patent recorded 9.29 cases per 10,000 persons, 6.23 cases per 10,000 persons more than that in 2000.

4.1.2 The Prospect of Human Resources Development

It is forecast that in 2010, Shanghai will have 2.4million people with degree, diploma or technological certificates, 25% of all employees. In the group of people above 25, 15% of them hold university degree. The average years of education of the new workers are 14.5 years. 80 persons are scientist or engineers in every 10,000 work forces. Over 80,000 overseas Chinese came back to Shanghai for business incubation after their education is completed. We also attract over 100,000 foreign experts each year.

Shanghai will cultivate a number of leading experts in academic research, corporate management and innovation. In the year of 2010, we will have a 500-people team consisting of national academicians and experts with prominent contribution. We will have a group of experts with prominent contribution. We will have a group of 1,000 local leader for all industries and 5,000 prospective young leaders. We will encourage 200 teams that can make great contributions with intellectual property of their own can strong ability of innovation.

Shanghai will integrate the education resources, support and encourage cooperation between universities, technological research institutes and enterprises, strengthen cooperation with prominent foreign universities, multinational enterprises, human resources agencies and other organizations.

Shanghai will carry out a new round of “10,000 overseas qualified talents” for introduction of high-level qualified talents and innovation groups for key industries and important technological researching projects. Shanghai is to Strengthen the awareness and ability to attract qualified overseas talents, and to improve innovation park and incubation center for returned overseas Chinese, and to finance overseas returnees in different ways, and, finally, to make policy incentives to these returnees.

Shanghai will continue residence permit and encourage domestic human resources flowing for R&D and business incubation. In order to attract key people for organizations that are responsible for key technological research and innovation and commercialization of major technologies, we create green channel for express procedure of necessary documentation.

Shanghai will set up HR network that vertically connect 19 districts and extend to neighborhood communities and horizontally connect government departments and intermediate agencies. We are to integrate resources of talents, capital, technology, property, and other markets. We will encourage innovation of job agencies, and bring in overseas human resources agencies and their services. We will re-organize all public service resources for quality HR services.
