3.3 Port Construction |

| 3.3.1 Present Situation of Shanghai Port
On the tip of Yangtze River Delta and located just in the middle of coast, Shanghai is a good harbor in East China. Shanghai is China’s top sea port, airport and railway gateway. On October 1st, 2003, Shanghai railway station began to provide transit services to the public, mainly for the transit passenger train from Shanghai to Hongkong (Kowloon).
Up to the end of 2005, there were 1181 berths with a total quay line of 89.5 km. 20 Public terminals provide services to foreign users, and 50 terminals are for designated shippers. Totally, there are 33 container berths. Port of Shanghai has business connections with over 500 ports of 200 countries/regions. Lines are in all the 12 navigation areas over the globe.
Currently, Shanghai has set up and put in operation 9 zones, classified into 4 groups, under special surveillance and administration under the port authority. The total area of these zones approaches 40 sq. km. They are: one bonded harbor zone (Yang Shan Tax Bonded Harbor Zone)a total area of 8.14 sq. km.; six Export Processing Zones (Songjiang, Jinqiao, Qingpu, Caohejing, Minhang, and Jiading Exports Processing Zones) with a total area of 20.76 km2.; one free trade zone (Waigaoqiao Free Trade Zone) with a total area of10 km2.; one bonded logistics area (Waigaoqiao Bonded Logistics Zone) with a total area of 1.03 km2. In 2005, the total export value of Shanghai Exports Processing zones was USD 28.9 billion, 34.9% of the total import and export of processing business in the whole municipality.The total import and export value of Shanghai Waigaoqiao Free Trade Zone recorded USD 35.3 billion, around 40% of the total import and export of the bonded zones of the whole China. |

3.3.2 The Present Situation and Planning of the Shanghai’s sea port
(1) Present Situation of The Sea Port
Up to the end of 2005, the capacity of Shanghai sea port recorded 443 million tons 15% of all sea ports over the nation; and it was the first time for Shanghai to be the World No.1 in terms of cargo capacity; Shanghai achieved a record of 18.08 million TEUs in 2005, 23.9% of the all ports in China and ranking world No.3. There were over 70 shipping companies from all over the world that operate container liners, with a monthly schedule of 971 liners. By the end of 2005, there were 846 international shipping agencies and supporting operators in Shanghai. Among them 37 were international vessel operator, 86 were international vessel agents, 42 were international vessel managers, 476 were non-vessel forwarders. There are 205 registered representative offices in Shanghai for international forwarding and supporting operations.
Shanghai, being the first in the nation, compiled and enacted “The Statute for the Shanghai Port” which guides and facilitates the port administration. “The Regulation for The Shanghai Port” has been enacted to regulate the administration of port affairs. “Master Plan for the development of Shanghai Port in the ‘11thFive Year’ defines the development direction and measures of the Shanghai port in the ‘11thFive Year’.Shanghai is to build up the public information platform for Yang Shan Deep-water Port. We will strengthen coordination, under the leadership of municipal government, of the customs, inspection and quarantine authority, sea affairs and immigration authority, etc. to guarantee a smooth and efficient operation of the Shanghai port.
Five container berths of 70-100 thousand tons have been added to Yang Shan bonded harbor zone with designed annual handling capacity of 2.2 million TEUs. The second phase of Yangtze River harnessment will realize a water depth of 10 M, thus extending to Nanjing. This depth is suitable for container carriers of the third and forth generation and bulk vessel of 100 thousand tons. The construction of high-grade hinterland river route for Shanghai port has been launched.
(2) Master Plan for the Sea Port
The Port of Shanghai is to continuously push the key projects such as the second and third phase Yang Shan Deep-Water Port, the second phase Luojing Harbour Area, the sixth phase of Waigaoqiao, the International Passenger Terminal on The North Bund and Shanghai Energy Terminal. Quicken the construction engineering of the high-grade river route connecting Jiangsu, Zhejiang, and container docks. Actively support the construction of the phase 3 of the deep-water navigation line at the mouth of Yangtze River. Implement The Three-Year Action Plan on Shanghai Modern Transportation Service Industry.Fully utilize the policy advantage for Yang Shan Bonded Harbor so as to actively unfold the international transit business. Forcefully exploit the container transportation market for Yangtze River and sea-river direct transportation.Improve the general information service platform and the database of the Shanghai Port so as to computerize administration. Continuously strengthen the cooperation with outside world in order to promote the integration of the logistics in the zone. Environment protection will be improve to ecologic port for sustainable grow. |

3.3.3 Status and Planning of Shanghai Airport
(1) Situation of Airport Construction
Shanghai has been the only city in China that has 2 airports, 65 airlines are operating services, and 52 are foreign airlines. Shanghai now has built flight connections with 181 cities and regions including 89 cities and districts outside of China. Every week,7980 flights take off on 232 lines In 2005, the total amount of import/export through Shanghai airport reached 1.628 million tons, No.1 in Main-land China. Passengers recorded 14.429 million, also No. 1 in China.
Since 2001, the gross cargo of the 2 airports has been increasing rapidly. The amount of passengers, cargo and flights (arrival and departure) grew at 18.5%, 25.6% and 18.5% respectively. International business grew quicker than domestic business and the cargo/postal business higher than passengers. In 2005, the two airports recorded: 41.34 million passengers,2.22 million tons of cargo/postal items and 380,000 flight.
(2)Master Plan for Airport
According to the master plan, Shanghai will be an international aviation hub in 2010 and combine the function of domestic hub, nternational gateway and international transit. Priority will be given to international cargo business. The number of passenger will increase from the current 40 million to 80 million and targeting at 100 million in the future. The 2 airports will operate in parallel and with mutual support. Pudong International Airport will be an international hub and a market leader in Asia Pacific region. Hongqiao Airport will be an up-scale domestic airport, serving Shanghai and Yangtz River Delta.A comprehensive traffic system will be created to facilitate the connection of airport the city, to Yangtz River Delta, thus strengthening the connectivity between Shanghai and the whole China.
In the llthFive Year, Shanghai will continue to listen to international and third-party advises and improves environmental protection. We will achieve harmonious existence of construction, human being, resources and environment and a green airport.
Shanghai will plan an upscale logistics park in the neighboring area of Pudong International Airport. This logistics park will be jointly developed by Shanghai Airport Group and Nanhui District Government. The park will be completed in 2008 and provide efficient and convenient transportation, warehousing, transit, processing and other value-added services, which will make great input to Shanghai as an international trade center.
