11.3.1 Pilot Area For Financial Reform
The formation of clusters of modern service industries with the financial industry at the core will be accelerated. Foreign and domestic financial institutions and financial professionals of high caliber will be attracted vigorously, and especially the institutions such as head-offices, business centers, etc. will be concentrated. The formation of clusters of modern service industries with the financial industry at the core and finance, trade, exhibition business and specialized services performing the leading functions will be accelerated. The clusters of financial institutions will be introduced from outside with the finance and trade at the core. The introduction from outside of financial service institutions such as foreign-invested commercial banks, investment banks, financial companies, financial leasing companies, insurance companies, insurance brokerage companies, re-insurance companies, security companies, security and investment fund management companies, futures exchange, guarantee companies, etc. will be actively explored and encouraged to produce scale effects.
The financial market system will be further perfected. Shanghai will actively support the People’s Bank of China and state financial regulatory authorities in pushing ahead with the innovations of financial products, technologies, market, institutions and mechanism on the basis of the seven key element markets of securities, futures, property rights, technologies, diamonds, human resources, etc. of Lujiazui Financial and Trade Functions Zone. Shanghai will focus on the development of financial borderline industries and financial back-stage services and financial agency services.
The development environment of the financial concentration area will be further optimized. The basic facilities of transport, telecommunication, culture, living, etc. will be perfected vigorously. Shanghai will try to get more supporting policies from the state, and be the pioneer in the experimentation and implementation in the course of financial opening-up, financial system reform and system innovation, make breakthroughs in respect of financial business development and financial product innovation, and strive to create national reform pilot areas. |
11.3.3 State Innovation Demonstrative Area
Shanghai will encourage Zhangjiang to become a State innovation Demonstrative Area, an important base of industrialization of scientific and technical achievements and hi-tech park with international competitiveness. Shanghai will accelerate the formation of the arrangement of hi-tech parks with Zhangjiang at the core and covering the whole city. Shanghai will support Zhangjiang, centering round the industries of electronic information, bio-pharm, software development and new materials, in its accelerated formation of a chain of hi-tech industries with core technologies and innovation ability and in the development of a number of clutches of scientific and technical enterprises with their own intellectual property rights. Shanghai will support the settlement of major industrialization bases, national or municipal key labs, engineering research centers, etc. in Zhangjiang. The policies for Zhangjiang will be further extended fleshed out and their coverage extended. |

Shanghai is vigorously building “International Business Process Outsourcing Service Area” to mainly provide international high-end outsourcing services. Shanghai will create a good environment for providing international business outsourcing service, strive to make a breakthrough in the policies for production-based outsourcing service enterprises. Shanghai will promote production-based outsourcing service, and press ahead with the pilot project in the advanced manufacturing industries with high technology as their characteristics, and in the traditional manufacturing and processing industries with internationally well-known brands.
Pudong New Area will take the lead in building public-service oriented government; accelerate its pioneering experimentation and implementation related to the opening-up of the market in the fields of service trade, such as finance, logistics, telecommunication, special services, etc.; improve the mode of customs supervision by the pilot reform of comprehensive trade customs clearance; accelerate the integration of the functions of the area by forming a completely new layout of Pudong New Area of “1 axis, 3 belts and 6 functional zones” with clear functional features, rational layout, complete supporting facilities and prominent key points. |
