11.1.1 Outlines
Pudong of Shanghai has become the “Window of China’s Reform and Opening-Up” and “Epitome of Shanghai’s Modernization” since its development and opening up 16 years ago. Its gross product reached 210 trillion RMB yuan in 2005, doubling that of 2000. 360 Chinese or foreign-invested financial institutions, including the Shanghai Head-Office of the People’s Bank of China, have gathered there, and the total assets of 59 foreign-invested banks out of them account for over 60% of the total within the territory. The amount of transactions of the security exchanges accounts for 80% of the total within the territory, and the transaction scale of Shanghai Property Right Exchange ranks first in the country. There are 64 regional head-offices of multinational companies, of which there are 5 national enterprises and 28 head-offices up scale domestic enterprises. By the end of 2005, Pudong New Area had accumulatively drawn 13,000 foreign-invested enterprises from over 100 countries and regions with investments actually made amounting to 22.1 trillion USD. The gross product in Pudong New Area accounts for approx.1/4 of the city's total, the total foreign trade import and export value accounts for approx.1/2 of the city’s total and the amount of foreign investments drawn account for approx.1/3 of the city’s total.
In June 2005, the 96thExecutive Meeting of the State Council formally approved the pilot project for the comprehensive supporting reform of Pudong New Area. The overall requirements of the State Council for the pilot project for the comprehensive supporting reform are: pressing forward the transformation of the government functions, of the economy operation mode and of the dual economies and social structure; combining organically the reform with the development, the solution of local practical problems with the surmounting of wide-ranging common difficulties, making key breakthroughs with overall innovations, and economic system reforms with reforms in other areas, to take the lead in building perfect socialist market economy.
Pudong will continue to play a demonstrative and leading role, be the pioneer in experiment and implementation, make bold innovations, take the lead in structuring an economy operation standard and system-based environment in conformity with the socialist market economy requirement and be integrated into the international practices, attract large numbers of foreign investors who intend to gather and settle in Pudong, try to maintain a double-digit growth rate with the gross product reaching 350 trillion RMB yuan, total number of financial institutions of various categories exceeding 600 and the number of regional head-offices of transnational companies reaching 120 by Year 2010, raise the level of export-oriented economy and promote the coordinated development of the region. |

11.1.3 Task of the Comprehensive Supporting Reform
Shanghai Municipality has decided on the 10 tasks of the Pilot Comprehensive Supporting Reform of Pudong: (1) promoting the transformation of the type of the government by establishing a public service-oriented government administration; (2) perfecting the modern market system by promoting the development of key element markets of various categories; (3) strengthening the vitality of the main part of micro-economy by exploring the mode of realizing a system of mixed ownership; (4) promoting social organization of economic activities by fostering and developing intermediary organizations; (5) promoting coordinated development of the economic society by accelerating the reform of public departments; (6) strengthening the self-initiated innovation ability by speeding up the innovation of scientific and technical system; (7) creating a system-based environment where the country may be strengthened by people of talent by exploring the establishment of a mechanism which gives priority to the accumulation of the capital of human resources; (8) pushing ahead with the integrated development of the city and the countryside by taking the lead in clearing away the obstacle posed by the system of the city and countryside dual structure;(9) forming a market operation environment adapted to international practices by opening wider to the outside; (10) perfecting the income distribution and guarantee system of the modern society commensurate with the development of the economic society.
At present, the ministries and commissions of the central government and departments concerned of the city are carrying out over 20 pilot reform projects in Pudong, and will commence another over 20 pilot reform projects soon. |
