1. Introduction

| 1.1 Basic Status |
|
1.1.1 Scale of Investment
Since China's reform and opening-up, the foreign investment in Shanghai increased rapidly (See Table 1-1 Annual Record of Contracted Foreign Investment in Shanghai). In the “10 th Five Year”, Shanghai recorded more than 18000 foreign investments with the total contracted value of USD 54.54 billion and paid-in capital of USD 28.66 billion. In 2005, 4091 foreign investments were approved with contracted value of USD 13.83 billion, 18.3% higher compared with the previous year, while, the paid-in capital reached USD 6.85 billion, an increase of 4.7% compared with the previous year. Up to the end of 2005, foreign investment approved in Shanghai reached 40486 with a contracted value of USD 99.96 billion, and paid-in capital summing USD 59.76 billion. |

1.1.2 Upscale Projects keep the leading role
In the “10 th Five Year”, 1463 new projects of over USD 10 million were approved in the whole city, 71.6% of foreign investments in Shanghai. In 2005, 307 projects of over USD 10 million were approved with a total contracted value of USD 10.11 billion, 73.1% of foreign investments in the whole city, among which, 12 newly approved projects and 11 investment applications were over USD 100 million, while, 2 newly approved projects and 3 investment applications were over USD 500 million.

1.1.3 Proportion of Investment-Increment tends to increase
In 2005, the foreign investment increment recorded USD 6.895 billion, 49.8% of the total foreign investments in Shanghai, which is 2l points more than 28.8% in 2001(See table 1-2 The Proportion of Foreign Investment Increment in Shanghai).
